Die Prognosen der Wirtschaftsintitute und Institutionen zum Wachstum der deutschen Wirtschaft zeichnen ein pessimistischen Bild und reichen derzeit von -0,3 Prozent bis -0,7 Prozent. Jüngste Prognose ist das Juli-Gutachten des Internationalen Währungsfonds (IWF) mit -0,3 Prozent. Deutschland leide als Exportnation laut IWF stärker unter dem insgesamt schwachen Welthandel als andere Länder. Zudem habe die Industrie mit den hohen Energiepreisen zu kämpfen. Beide Faktoren sorgen dem IWF zufolge für ein Schrumpfen der Wirtschaftsleistung gegenüber dem vorangegangenen Jahr.

Die Bundesbank und das Hamburgische Weltwirtschaftsinstitut gehen beide mit -0,5 Prozent von einem noch stärkeren Rückgang der Wirtschaftsleistung gegenüber dem Vorjahr aus. Laut Bundesbank ringt die deutsche Wirtschaft vor allem noch mit den Folgen der hohen Inflation. Diese schmälert die Kaufkraft der Bürgerinnen und Bürger, erläuterte Bundesbankpräsident Joachim Nagel die Vorausschätzungen seiner Institution.

Das Handelsblatt Research Institute (HRI) hat seine Konjunkturerwartungen für 2023 zuletzt nach unten revidiert. Das HRI erwartet für das laufende Jahr nun sogar einen Rückgang der deutschen Wirtschaftsleistung um 0,7 Prozent. „Die deutsche Volkswirtschaft ist im vergangenen Winter in eine veritable Rezession gerutscht. Die wirtschaftliche Gesamtleistung wird daher in diesem Jahr spürbar sinken“, sagte HRI-Präsident Bert Rürup. Anders als nach früheren Rezessionen sei jedoch nicht mit einem anschließenden Aufschwung zu rechnen, durch den die Produktionsausfälle rasch aufgeholt würden. „Vielmehr wird sich eine zähe Wachstumsschwäche an die Rezession anschließen“, betonte Rürup.

Laut ifo Institut wird der hohe Preisauftrieb die Realeinkommen der privaten Haushalte und damit den Konsum im Frühjahr erneut senken. Erst ab der zweiten Jahreshälfte würden die Einkommen wieder stärker zulegen als die Preise und der private Konsum an Fahrt aufnehmen. Die Baukonjunktur werde sich im gesamten Prognosezeitraum abkühlen. Das Verarbeitende Gewerbe dürfte dank der hohen Auftragsbestände seine Produktion weiter moderat ausweiten und dann mit dem allmählichen Auslaufen der Lieferengpässe wieder deutlich kräftiger expandieren. Die Situation der energieintensiven Produktionsbereiche innerhalb der deutschen Industrie dürfte weiterhin angespannt bleiben, was eine noch kräftigere Ausweitung der Bruttowertschöpfung verhindert. Bei alledem unterstellen die ifo-Experten, dass es im kommenden Winter zu keiner Gasmangellage kommt.
