Das Bundesverfassungsgericht hat die Berechnungsweise der Grundsteuer bereits 2018 für verfassungswidrig erklärt. Das Problem war, dass die seit 1964 in den westlichen und 1935 in den neuen Bundesländern unveränderten Einheitswerte für die Berechnung zu Wertverzerrungen führen. Ab 2025 greift dann die neue Grundsteuer-Reform auf Basis der neuen Berechnung und aktuellen Hebesätzen.
Für die deutschen Gemeinden ist die Grundsteuer eine ihrer zuverlässigsten Einnahmequellen. 2016 flossen beispielsweise rund 13,3 Milliarden Euro in die Kassen der Kommunen – der Anteil der Grundsteuer B (bebaute oder unbebaute Grundstücke) an den gesamten Steuereinnahmen der Gemeinden und Gemeindeverbände lag im letzten Jahrzehnt konstant bei 14 Prozent. Zusammen mit der deutlich geringeren Grundsteuer A (Agrar- und Forstwirtschaft) waren es etwa 13,65 Milliarden Euro, die den Kommunen zugutekamen.
Zuletzt sind die Steuereinnahmen der Gemeinden jährlich angestiegen. Im vergangenen Jahr beliefen sich die Einkünfte aus Umsatz-, Einkommen-, Gewerbe- und Grundsteuer gemeinsam auf rund 134 Milliarden Euro. Der Grundsteueranteil (A+B) lag dabei bei etwa 11,4 Prozent – ein Zehn-Jahrestief. Vor dem Hintergrund der angespannten Finanzlage, ist es kaum verwunderlich, dass viele Kommunen in Deutschland bei den Hebesätzen der Grundsteuer B nun kräftig anziehen.
