Nach Verhandlungen über die Höhe der Subventionen für Intels geplante Chip-Fabrik in Magdeburg wurde am 19. Juni der Subventionsvertrag vor Ort unterzeichnet. Mit insgesamt 9,9 Milliarden Euro soll der Standort bezuschusst werden, eine Zustimmung seitens der Europäischen Kommission zur durch Mittel aus dem Klimafonds finanzierten Erhöhung steht noch aus. Im Rahmen einer Veranstaltung zum 60-jährigen Geburtstags des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung sprach Bundeswirtschaftsminister und Vizekanzler Robert Habeck von einem “guten Deal”, da auch Intel selbst seine Investition verdoppeln wolle. Statt der ursprünglich veranschlagten 17 Milliarden Euro soll diese nun angeblich 30 Milliarden Euro betragen. Als Produktionsbeginn sei 2027 oder 2028 angesetzt.

Kritiker:innen des Deals ziehen beispielsweise Vergleiche zu planwirtschaftlichen Strukturen und bemängeln die vergleichsweise geringe Anzahl an geschaffenen Arbeitsplätzen, sobald der Bau beendet ist. Zudem sei nicht klar, ob die dort gefertigten Chips diejenigen seien, die der deutschen Wirtschaft, beispielsweise in der Autoindustrie, nützen. Den Platz als größter Exporteur für integrierte Schaltkreise, umgangssprachlich Mikrochips, in Europa dürfte Deutschland mit dem Deal nur noch weiter festigen.

Seit einigen Jahren liegt die Bundesrepublik im innereuropäischen Ranking hinsichtlich des Exporthandelswert auf dem ersten Platz und hat 2022 Produkte im Wert von 19,8 Milliarden US-Dollar exportiert. Deutscher Marktführer in diesem Segment ist Infineon mit acht deutschen Standorten, unter anderem im sogenannten “Silicon Saxony” in der Region Dresden, das als Nukleus der deutschen Mikroelektronik- und Halbleiterbranche gilt. Die Plätze hinter Deutschland werden von Irland mit 11,9 Milliarden US-Dollar, Frankreich mit 9,8 Milliarden US-Dollar und den Niederlanden mit 5,2 Milliarden US-Dollar belegt.

Daten der UN zufolge betrug der globale Exporthandelswert für integrierte Schaltkreise wie Halbleiter im Jahr 2021 über eine Billion U.S.-Dollar. Trotz der Führungsrolle in Europa kann auch Deutschland nicht mit dem ostasiatischen Chip-Monopol mithalten. Allein China, Taiwan und Hongkong waren im entsprechenden Jahr für etwa 522 Milliarden US-Dollar Exporthandelswert verantwortlich, asiatische Länder machten 88 Prozent der Gesamtexporte hinsichtlich des Produktwerts aus.
