Bernecker stellt fest, dass die Voraussetzungen für die Krise bereits Ende letzten Jahres erkennbar waren, als Putin seine berühmten Noten an den Westen verschickt habe. Diesem Umstand sei damals jedoch nicht viel Aufmerksamkeit geschenkt worden:
“Im Dezember hat Putin oder seine Entourage an alle Regierungen des Westens die berühmten Noten verschickt und darauf eine schriftliche Antwort erbeten. Keiner hat sie gelesen. Alle […] waren sich offensichtlich über die Folgen nicht im Klaren.”
