Im wiederaufgebauten Kassel spielten Einrichtungen für den Fahrradverkehr über Jahrzehnte so gut wie keine Rolle, was sich auch an der zur Verfügung stehenden Verkehrsfläche ablesen lässt (Auto: 61 Prozent, Fußgänger: 29 Prozent, ÖPNV: 6 Prozent, Fahrrad 4 Prozent). Mittlerweile steigt die Zahl der Radfahrenden und damit auch der Bedarf an sicheren Abstellplätzen. Bis Ende 2023 schafft die Stadt daher derzeit 1.800 Abstellplätze mittels rund 950 meist beidseitig nutzbarer Radbügel.
Die Fahrradbügel sind dabei ein Teil eines Programms zur Förderung des Radverkehrs, für dessen Attraktivität Abstellmöglichkeiten an Start und Ziel einer Fahrt eine wichtige Rolle spielen.
Konkret fordert der Beschluss der Stadtverordnetenversammlung (Öffnet in einem neuen Tab) aus dem Jahr 2019 (Ziel 7, Seite 13), eine Quote von 40 Radabstellmöglichkeiten (=20 beidseitig nutzbare Anlehnbügel) pro 100 Pkw‐Parkmöglichkeiten anzustreben. Die Quote der Radabstellmöglichkeiten orientiert sich an den örtlichen Begebenheiten wie beliebten Orten und der Art der Bebauung und kann auch höher ausfallen. Fahrradstellplätze dienen genauso wie Kfz‐Stellplätze dazu, die Erreichbarkeit von Örtlichkeiten zu gewährleisten.
